    With Pub 229, your assumed position must be an full integer.  As an example, say you are in Rutland, VT at N 43º 37.3', W 72º 59.3'

    and (for example) assume the GHA of the body at the time of the sight is 74º 10.0'

    LHA is  GHA+ Assumed Longitude (treat West longitude as negative).  However, we must pick a longitude so that LHA is an integer.  To get an integer we pick a longitude that is near our position:  W 73º 10.0'   so that we get

    LHA = 74º 10º - 73º 10.0' = 1º

    and for assumed latitude, we would use  N 44º  (closest integer to N 43º 37.3').

    your A.P. would be N 43, W 73º 10.0' from which you plot a Zn, and mark off the intercept.

    If you post all the info, we can double check your work.
