A 4MB file on my machine requires about 15 minutes. That is a long wait, especially if it is a topic one is not following and destined for the bit bucket (deleted). Personally I would suggest an upper limit, MAXIMUM, of 1 MB. There is not much that a screen resolution (72 ppi) in GIF or a medium-high JPEG that would come close to that limit. A higher resolution (240+ ppi) should be parked on a site where download is optional IMHO.
