Attached is John H. Moore's LaJolla pier sunset with the contrast adjusted to bring out the pier details. If the closest piling is estimated as 2 ft wide then the measurement from where the horizon intersects the piling down to the sand is around 6 ft.. Now lay a straight edge across the image horizon. The Sun looks to be above the line but it is hard to say by how much.

It looks to me like the lower limb is on the hazy horizon from a height of eye of one foot,( a short tripod), Hs = 0, Ho = -18.7'. Hc also equals -18.7' at 2:29:16 Z, May 3, 2013.
