    Yes, I think that's just what they're getting at. The line was supposed to
    be at 35d 00' by decree, but the surveyors marked a line that ends up being
    at 34d 49'. That's been the legal border for almost two centuries. People in
    the state of Georgia are now bringing up this minor historical issue because
    if they can "re-claim" that one extra mile, they can grab water rights on
    the Tennessee River (supposedly) which would essentially eliminate the
    severe drought they've had in the past year in the greater Atlanta area.
    
    If anyone is interested in "border wars", I started a thread on this on the
    old compuserve boards at the same time I started the thread here. The one on
