I _think_ the answer is no. Always turning the micrometer the same way reduces this source of random error but I don't think it would eliminate it. Whether the remaining errors are all to one side or are symmetrical around a mean that is itself offset from the mean that you would get by turning the micrometer both ways may just be a semantic distinction.
