I know smartphones have had a GPS chipset for a long while. I watch
friends use their smartphone to navigate streets like a Garmin etc.
    automotive GPS.

My question is this: Does the street nav app actually download and store
the map database(s), or is it picking up the information on the fly?
Will a nautical chart app work when out of range of cell towers or WiFi?
