Mr. Cunliffe is an interesting speaker, one who is obviously familiar with his subject however his Australian accent, correct me if I'm wrong makes him a little hard to understand. Of course Australians probably think that Americans "talk funny" too.
A more important aspect, problem actually is, I submit, the fact of a continuous break up of the sound track. Mr. Cunliffe would speak for a few seconds, followed by silence, followed by a few more seconds of dialogue, followed once again by silence, making the thing difficult to follow.
I've noticed this problem with other computer videos at times, sometimes described as "buffering" sometimes without explanation, as is here the case.
