George, I think the wrong emphasis is being placed on the cocked hat. It is not a certain position, rather it might be the most likely center for the circle of uncertainty. If the circle is small, it may lie within the cocked hat. If it is larger, it includes the positions outside the cocked hat. Knowing how large the circle should be is perhaps more important that worrying about where the exact center of it might be. The fact that a cocked hat (rather than an intersection drawn with fine lines) exists at all tells us that a circle of uncertainty is needed, rather than a "position" fix.
