    The Nautical Almanac actually tabulates a value that is slightly larger
    than the one in the Astronomical Almanac. I am guessing that this is to
    account for irradiation, but I don't know offhand how large this effect
    is thought to be. Comparing the tables, it looks like it is a little
    under 2". I am not sure whether the nature of your problem requires this
    compensation at all. I can see arguments either way and would be
    interested to hear the opinion of others. All said and done, you are
    looking at any where between 16'01" and 16'03 on Oct 10.
