It's "noon at noon" today in central Rhode Island. Very rare. This only happens for a few days centered on today's date. This also applies for any longitude on the globe that'a about 3.55 degrees east of the central meridian of its time zone. Here's a little graphic showing the altitude of the Sun versus the time of Local Apparent Noon.-FER
