Disagree. UTC is UTC. Designator is designator based on long. Plus or minus is just that, local conventions do not come into play, so it is up the the recipient/reader to make any adjustments. I see no evidence that S goes to R during DST. An interesting and potentially useful concept however, but I suspect true professional mariners have their way, and this twist would be a pain.
