Agreed if you mean standard time and designation based on longitude.

Disagree.  UTC is UTC. Designator is designator based on long.  Plus or
minus is just that, local conventions do not come into play, so it is up the
the recipient/reader to make any adjustments.  I see no evidence that S goes
to R during DST.  An interesting and potentially useful concept however, but
I suspect true professional mariners have their way, and this twist would be
a pain.
