    I used a Wild T21. It is old but, I believe, in fine condition. I set up by sighting what I believe to be North and rotated the theodolite to make the sightings which were in the vicinity of 165 degrees. I am capable of miss-reading the micrometer but these readings were grossly consistent. A Thousand Oaks solar filter was over the objective. There was a high but thin cloud cover. I used a stopwatch to help time the observations. I doubt that my problem is instrumentation. It is most likely technique. I didn't expect the azimuth recordings to be as close as they were. It seems that my North sighting point is reasonably close. None the less my goal was to refine the "North" I have established and my observations varied far too much for me to do that.
