No. The artificial horizon is at the level of the artificial horizon.
..... about two feet below your eyes.
I use one myself occasionally. I am lucky to have a mercury bath type available.
Mercury is by far the best to use. (Care: mercury is an accumulative poison).

I also was recently fiddling with the artificial horizon. I would like to add a question. Do you need to subtract the elevation of the artificial horizon?
If the land you are standing on is 300 feet above sea level... you are 300 feet above the horizon, correct?
