Paul- < I guess they are not worried about secure comms from another vessel.> More likely they've just realized that semaphor and lamps are slower, require more training, and are less secure than an ordinary crew member using a secure spread spectrum hand radio, or a direct laser "radio" link. If you can use an FRS radio or point a flashlight, you can use secure high speed communications these days. It is probably cheaper to buy a couple of hundred secure radios, than to train one signalman. That's cost effective.
