This is definitely the case, but it's not news. It was also the case historically. The instructors and publishers who focused on the "why" of it were rather rare since, after all, if it doesn't work in the classroom, it doesn't sell. Most of the better classes and books on celestial navigation have stayed very close to the "how" end of the spectrum. I think in Buckley's case, he was doing some clever selling. From my own experience, one of the best ways to convince wary students that they can learn some material is to put the words "easy" and "practical" in the description. They'll be interpolatin' like experts in no time...
