You called your phone an "Android" but who's the manufacturer? If there's geo-fencing happening on the device, I would be surprised to find that it's happening at the operating system level (the Android level). It seems more likely that this would be a problem for the manufacturer to manage. It also could be that the whole geo-fencing idea was an incorrect speculation. Or it may be that some manufacturers are doing the filtering wrong!
My Samsung Galaxy S8 shows only GPS and Glonass. Users in Europe with phones of the same model (though probably different in details and localizations) report seeing Galileo satellites with no problem.
