Submarine cables and telegraphic longitude determinations have been discussed here, so this online book may be of interest. It's Frank L. Pope's "Modern Practice of the Electric Telegraph", 1881. Mostly it's about U.S. overland telegraphy, but the appendix has significant detail on undersea cable operations. There are also data on propagation speed observed in conjunction with telegraphic longitude determinations. By the way, the text was not transcribed to machine readable form by scanning or OCR.
