They had a well-established system that worked just fine for them, if increasingly out of step with others. Perhaps it was simple common sense to adopt a 'wait-and-see' approach as to whether the adoption of Greenwich would become the standard. You have to remember that not all decisions by international committees amount to much in the long run. Once it was clear that Greenwich had become the universal standard, they adopted it. No surprises there, or any need for such.
