Yes, but Bowditch does say that it's not useful during the equinoxes. At the solstices, I tried the following - you cannot do better than estimating the time of sunrise and sunset to better than 2 minutes in the canonical emergency situation. In a cursory estimate, I got a best case scenario of 20 arc-minutes for latitude, but I guess some would consider good under those circumstances.
