    Frank's parallax method will probably work fine
    if we launch a low-tech satellite much lower than
    the Moon:-) I propose a simple baloon (small weight,
    large radius) made of foil.
    
    It will also work on some planets which have an appropriate
    low natural satellite...
    
    And in general CelNav on Mars seems to be a very rich
    topic of discussion:-) Especially from the point of view
    of Lunars. We have two satellites there, and can probably
    use both of them in a variety of ways.
    This will be certainly much cheaper than launching a GPS system for Mars,
    so the question seems to have some practical value if
    we are ever to navigate on Mars:-)
