I think all this discussion about whether "the new millenium" begins on January 1, 2000 or on January 1, 2001 totally misses the point. What people are celebrating is the year "clicking over" from 1999 to 2000, no more and no less. Remember when you were a teenager and the odometer on someone's car clicked over from 99999.9 to 00000.0? That was a milestone in the life of that car, and a rather arbitrary milestone at that, but when I was a teenager we all thought it was a Big Deal! It's the same thing with the calendar. The turning of the year from 1999 to 2000 is an arbitrary milestone in the life of this planet, and it is a Big Deal because we all say that it is.
