Bear with me on the following, which is a SWAG or perhaps unscientific wild ass guess, but as to the purpose of the "coin and washer" suggested by Bill, the following comes to mind.
The "coin" would, I think, serve as a smoother leveling surface, smoother than the ground or concrete pavement that is. As for the washer, it being thicker than the coin, this might serve to keep the leveling screws from "walking" off the "coins".
By the way, please provide the dimensions of the mirror you found, I looked up the web site of the surplus mob. The mirror looked like it might be 4" x 4", with the Davis Artificial Horizon dimensions in mind.
