Here is a link to an article in the New York Times regarding actual satellite 
measurements of where water relocates on the earth and it's effect on 
gravity:

This doesn't directly address the angular momentum of the earth, but might 
throw more light on the tangential subject of movement of water on the 
earth...  Their discussion is of seasonal variations of water migration, 
whereas George was obviously referring to long-term effects.

The New York Times doesn't usually keep articles available online for more 
than a day or two.  They then move them to their archives where they have a 
charge for a copy of the article.

They also require registering on their site, then logging-in to read articles. 
 Quite a pain -- but gives them ultimate control and they collect your email 
address etc.
If someone wants info about the article and doesn't want to go through this 
rigamarole, let me know off-list.  Maybe I can "help"
