According to Chauvenet (vol. 1, p. 131) the mathematical law of atmospheric refraction is due to Bessel (who was a student of Gauss, and consequently lived in the beginning of XIX century). Alex P.S. I've seen online (Google books or Abebooks, something like that) that there is a new cheap reprint of Chauvenet.
