    Sam,

    Using the Pub 249 long term almanac is not the best way to get your values . Use the Nautical Almanac increments and corrections. See attached PDF Increments and corrections that goes with 2014 Nautical Almanac. 

    Here's what you should get for the Sun on 9/12/2014:

    18 hours UT  90° 57.0' GHA     declination 4° 00.0' N   (d - 1.0') hourly change value found at bottom of Sun GHA colume

    29 min. 31 sec.   + 7° 22.7'                           ( -0.5' ) d correction value from increments and corrections page 

    GHA  total 98° 19.7'                 dec. total  3° 59.5' N

    30 min. 40 sec.  + 7° 40.0'                        

    GHA total  98° 37.0'                dec. total 3° 59.5'  N

     

    You may be better off working with an actual Nautical Almanac first (which has instructions for use) before using the PDF's
