From the first citation: "The quartermaster of the watch ... could not plot fixes in near- shore waters." Just what sort of quartermaster was this? Does the navy need to upgrade the rating for this post? I've managed to leave port with similar disarray, but we avoided grounding! Also hope to never have similar levels of disarray again!
