    Sorry, but based on personal experience, I do not find this story unusual or even surprising. Did we not have a current Navy person posting on this List some time back who made the claim that "naval officers are now people managers, the ships are run by enlisted personnel", or words to that effect???????? - forget the name at the moment, but do recall it was a she.

    It would be difficult to expect more, if the prime plumb in a supposedly sea going service were to be shore duty.

    Just what sort of quartermaster was this?  Does the navy need to 
    upgrade the rating for this post?

    I've managed to leave port with similar disarray, but we avoided 
    grounding!  Also hope to never have similar levels of disarray again!
