"Wind force" refers to the Beaufort Scale, a methodology for describing
wind velocity prior to the development of velocity-measuring
    instruments,
and still in (declining) use. See

    http://www.spc.noaa.gov/faq/tornado/beaufort.html

or the Wikipedia article for some background.

This lead to some lively discussions at the time. But the author (hey,
Dan, you still out there?) is entitled to his preference.
