The time zone boundaries are 7 & 1/2 deg (sorry I have forgotten how to get the half character) East and West of Greenwich then 15deg (and are immutable) and are referred to as Rick said as +4 or -3 or whatever, they are also lettered westward from Greenwich so +4 would be Delta time. M is +13 , presumably to allow the Aleutians to have Daylight Saving Time, continuing the alphabet westward we end up back in the Greenwich time zone as Zulu. Standard (or sometimes called Legal) times can be a bit weird, for example New South Wales is 10hrs but the town of Broken Hill kept 9.30 and I believe that in the US the city fathers of some places have decreed some peculiar local standard times. A friend of mine tells me that he came across one place that had a very odd time in order to get round State drinking laws. The major example of fiddling the standard time way from the zone time is for territories straddling the Date LIne. NG
