Selective GPS shut down may be in the works. Mariners and aviators better study up. I recommend the Kolbe LTA (hardcover:) with Weems or Pub 208 kept in the sextant box. A kinetic or Eco drive type quartz watch and a solar calculator also for good measure.
Ha! Much as I approve of the the sentiment that everyone should have at least one copy of my LTA :-) , I suspect that the Russians viewed the Americans' readiness to shut down the GPS at a whim with sufficient seriousness that they decided they would invest in a program they could ill afford and build their own fleet of navigation satellites - Glonass. And the Chinese figured that they could not depend on the Americans or the Russians to be reasonable and responsible in allowing the rest of the world to use their navigation systems, so they initiated the BeiDou stellium of navigation satellites. And despite the European Union being in the depths of an economic depression, that did not stop them figuring that the only navigation satellites you could trust to work when you needed them were your own. So Galileo was resuscitated.
It depends on who you class as a "terrorist". If the Americans decided that Syrian terrorists are posing a threat to the US and decide to shut down the GPS system, do you think the Russians would agree to shut down Glonass too. . . ? And would the Chinese care one way or another. . . ?
