Patrick, yes, it's all "one" washer. it is thick, I can give you measurements of you wish. Note closely that the inner hole is "D" shaped to fit the bearing head. Also, when you flip the washer over it's underside is machined out, look closely at the photo's and you can see the shadowing.
I have one screw I'm having a hard time extracting. But all else seams ok. I picked this one up, because it's the year I was born, 1958, so thought that was worth it. I have a Tamyia Jupiter from 1953 that I restored back in 1985, and this has been my navigation sextant every since. Been all over the Atlantic, North Sea, Baltic Sea, Med Sea, Carribean Sea and Eastern Pacific. That Tamyia sextant has taken me a lot of miles and taught a lot of my crew how to shoot heavenly bodies!
I don't know much about the history on the documentation methods of C. Plath, sorry.
