Regarding Chichester and Norfolk Is.
I flew the Pacific in the early 1970s using mostly CelNav ( well, my navigator used CelNav ) and with 10 NM or so error we landed at small, low islands like Wake or Canton. With the height of Norfolk Is. I think Chichester could have been 30 or more miles off and still seen it.
I spotted Norfolk a good 50 NM or more flying from Sydney to Pago Pago but was much higher, about 28,000 feet.
Doing CelNav solo, without autopilot, his precision could not have been fine - 10 or 20 minutes arc would be my guess.
G. LaPook has done cel shots from small airplanes and would know more than me. My experence was from jets at higher altitude.
