You can download any section of the 1984 Bowditch by using the hathitrust.org search service (continuing thanks to Dave Walden for pointing this out to us!). While you won't be able to download the entire book, you can grab individual pages and up to some maximum (I think 20) in a block. It's also possible to come back over and over again after some timeout period and collect all the blocks that make up an entire book, but that's tedious.
Here (attached below) is the page with the section on dip short that I think you're looking for from the 1984 American Practical Navigator (Bowditch).
