I agree with you, the moon's declination is about one minute smaller in the Air Almanac. I do not have a current copy of the Nautical Almanac and I wonder if the same difference appears in that publication created by the same government agency.
I did find many errors in H.O. 249 a couple of years ago so nobody is perfect.
