From my hard copy of the 2005 Air Almanac:
page A3, "The tabular values of Dec. (except for the Sun) are given to correspond to the mid-point of the following interval of time (10m for the Moon, 1h for the planets), making interpolation unnecessary."
Also, as for the sun GHA in the NA, from the Air Almanac page A3, "The tabular values of the GHA of the Moon are adjusted so that the use of an interpolation table based on a fixed increment gives rise to the minimum (and neglibible) error; no such adjustment is necessary fo the Sun and planets."
