after consulting in my French sailing club, yes nowadays the Directive has changed, and is necessary only in Spain, a Nautical Almanac and means for SR also.

Not a EU regulation. Yes, Spanish boats (and only those) must carry a sextant, and only if they go out farther than 60 nm. But there is no mandate to carry an almanac. So, what is this sextant for?
By contrast, on a French boat one may opt either for a sextant or for a GPS when sailing en haute mer, which for that purpose already starts at six miles from the coast! Doesn't this seem to be a somewhat more realistic approach towards boat safety?
