I cannot see either of the two battery containers in the photos. It is possible they are in the box and out of sight. One is to illuminate the bubble and the other the scale. Very often corosion has fused them to the body of the instrument.
The bubble chamber is likely to be empty, but it is not difficult to refill.
I suggest you ask the seller to confirm that by rotating the large white knob the index arm moves smoothly from one end of the scale to the other. Commonly, the clutch that prevents the arm from going too far has seized and this leads to heavy hands stripping teeth from the toothed sector. If the seller is unwilling to do this you may buy a lot of frustration and have to buy my retoration manual...
