A-12 sun filter hinge seems to blocks the sun

Perhaps I am missing something here, but the hinge of the folding lens of welding glass (that pivots in and out of the way) seems to be in the way around 30-40°. The sun creeps towards the bubble as I rotate the white disc, and then disappears at it gets inside the yellow circle Has anyone else had this issue? I seems to be at around 30-40°. I can't imagine it was designed this way, but the cause of the problem eludes me.
