Hmmm. There's no "general" issue. Other NavList members have been able to make Operations contributions without any apparent difficulties. A couple of these have been from European IP addresses, so at least some international access is working fine. A few possibilities:

• You may be right that it's Japan-specific.
• Is a VPN interfering (or maybe a VPN would help?)?
• Possibly just a brief local or PayPal-system glitch...
• Try again?
