Dave,
You will need to add terms in the TS formula when latitude and declination are contrary (north south). Formula:
cos t = (sin h + (sin L* sin d))/(cos L * cos d) contrary name
cos t = (sin h - sin L* sin d)/(cos L * cos d) same name
Should work for you now.
