I can't speak for GLOSNASS, but given that the USA has a military presence all around the world (and, in fact, has not had warfare within the US since the 1800s) it would seem to be in the US's interests to optimize GPS's performance world-wide.

My understanding is SBAS/WAAS is for aircraft primarily which is why it does not work so well at sea level. Also one suspects GPS is optimized for the US and GLONASS for Russia... is that right you would think the military would optimise for where they expect to fight. Bill
