The idea of using Starlink "ambient" signals is clearly a good one, and it's something that's been discussed even before that satellite constellation started flying. I, also, won't be surprised if there's a stealthy active navigation system already built into some fraction of the Starlink satellites that could be activated with the flip of a switch. That would cost SpaceX little and would allow them to capture an entire technology in an afternoon if done right.
