My take on the sensibility of the results for a pole-sitting observer is this: since the result should be considered as the GHA rather that the azimuth, a pole-sitting observer could chose to think his longitude equal zero.
But now - through this very useful discussion - I see that my question was rather silly or pointless. If one is near enough to a pole - no need to use any formulas at all. Just grab the Dec and GHA from NA and compare the Dec to the observed altitude, then use the GHA and the intercept to plot a LoP. That's all to it!
