I asked in a message a few minutes ago:
"does the U.K. Ordnance Survey have a monopoly on the original government-created data?"
It should have occurred to me that this would be discussed in the Wikipedia article on the Ordnance Survey. Turns out they had a total monopoly for some years but, after complaints and some controversy, released a medium scale data set for open use starting just seven months ago:
