Tony
At integral degrees the integrator roller is at right angles to the axis of the spindle. If the integrator roller is tilted, the spindle is forced to rotate as the spindle and its counter move, and the counter registers the movement. The initial alignment with a star is made with the clutch engaged and before starting the integrator movement, so the initial offset with its rotation of the roller axis causes no rotation of the integrator spindle.
I have slightly modified the text to make this a little clearer.
