If this was taken in early July, the view is looking south. Next step is to determine what Jaluit harbor looked like in 1937 and if there was a wharf that jutted south into the harbor.

Can we apply some CN tools to analysis of the photo?
Jaluit is at about 6°N latitude. From the few visible shadows in the photo, the sun is very high in the sky and the photographer's back is to the sun.
