Hi Mark,
You have a handbearing compass, not a pelorus, made by Saura of Japan for Weems & Plath. Do not use any liquid other than Ritchie compass oil. If you have questions, I strongly suggest you have a chat with Howard Maglathlin of Viking Instruments (Kingston, MA) who knows more about compasses than anyone else I know.
