    It is not clear how a radio telescope can help in detecting atmospheric nuclear tests.
    I believe that Arecibo radio telescope's main purpose was astronomy, and it was decommissioned
    because of structural problems (see Wikipedia article about it).
    
    Partial Nuclear test ban treaty was signed in 1963, the same year when Arecibo telescope became
    functional, and nobody does atmospheric nuclear tests since then.

    I was living in San Juna PR  when construction began on the Arecibo telescope. 
    Its original purpose was to detect atmospheric Nuclear weapons testing in the 
    USSR. I believe after the Test Ban Treaty it was repurposed to do what it has
