Практическое руководство по выверке и определению поправок штурманских приборов на судах (1976)" and I never heard about it but title sounds interesting. The flow chart which I attached in my original massage is basically the summary from many other Russian books on celestial navigation ("Morekhodnaya Astronomia"). I think the method of complements till 30' of xx' and yy' yields quicker and easier result for I.C.
It might be confusing but: I.C. (Index Correction) = - I.E. (Index Error)
