The following is a very good article on getting GPS time to the GPS receiver.  http://ilrs.gsfc.nasa.gov/docs/timing/gpsrole.pdf  If time is short you can safely start at The Role of GPS in Precise Time and Frequency Dissemination.  Ignore the bit about Selective Availability (SA).  Bill Clinton had it set to zero on 2^nd May 2000.  The main difference between a position finding receiver and a purely time monitoring receiver is that the latter already knows where it is so can use this fact to interpret GPS time from the received signals.  Unfortunately, the article still doesn’t say when the integer value of leap seconds is inserted to make the face time of a hand-held GPS receiver read UTC.  Dave
